Rebecca F. West is the Chief Executive Officer of Renewable Water Resources (ReWa), the regional wastewater utility serving Greenville County, South Carolina. With more than 39 years of experience in the water sector, she is widely recognized for her leadership in utility management, strategic planning, innovation, and organizational transformation. 

Prior to serving as CEO of ReWa, Rebecca held executive leadership positions including Director of Program Management for AECOM, Chief Operating Officer of Greenville Water, Chief Operating Officer of Spartanburg Water, Chief Operating Officer of ReWa, and President of RFW Consulting Services, LLC. Throughout her career, she has led major infrastructure initiatives, advanced operational excellence, and championed collaborative partnerships that strengthen communities and protect public health. 

Rebecca is a graduate of Wofford College and served as President of the Water Environment Federation (WEF), one of the world’s largest water organizations representing more than 35,000 water professionals through 75 member associations. 

She currently serves on the boards of Cleanwater1, the South Carolina Water Quality Association, and Ten at the Top. Rebecca is also a WEF Fellow and a graduate of Leadership South Carolina, reflecting her longstanding commitment to advancing the water profession, developing future leaders, and fostering innovation across the industry. 

As CEO of ReWa, Rebecca is leading the utility’s transformation through strategic investment, workforce development, and the responsible application of artificial intelligence to improve utility operations and customer service. Her vision is centered on building resilient infrastructure, cultivating an engaged workforce, and ensuring safe, reliable, affordable, and sustainable wastewater services for the communities ReWa serves.
